Major Bridge P3 Proposal Update
Since February 2021, I have been adamant in my opposition against PennDOT’s Major Bridge P3 proposal. The proposal is an attempt to place tolls on nine interstate bridges across Pennsylvania, including the John Harris Memorial (South) I-83 Bridge over the Susquehanna River. Recently, Senate Bill 382, authored by Sen. Wayne Langerholc (R-35), is a similar bill to my House Bill 9020, which would reform the Public-Private Transportation Partnership (P3) statute by making improvements that would increase transparency and clarify the General Assembly’s a voice in the process. Senate Bill 382 would prevent that from happening again, in addition to requiring PennDOT to create a detailed analysis of all P3 proposals to include exact locations and cost estimates, as well as social, economic and environmental impacts before a P3 Board to approve.
The PA House of Representatives sent to the Senate for concurrence with an amendment authored by me. Hopefully, this legislation will continue to move quickly, and our constituents will be heard.
