Major Bridge P3 Proposal Update

Since February 2021, I have been adamant in my opposition against PennDOT’s Major Bridge P3 proposal. The proposal is an attempt to place tolls on nine interstate bridges across Pennsylvania, including the John Harris Memorial (South) I-83 Bridge over the Susquehanna River. Recently, Senate Bill 382, authored by Sen. Wayne Langerholc (R-35), is a similar bill to my House Bill 9020, which would reform the Public-Private Transportation Partnership (P3) statute by making improvements that would increase transparency and clarify the General Assembly’s a voice in the process. Senate Bill 382 would prevent that from happening again, in addition to requiring PennDOT to create a detailed analysis of all P3 proposals to include exact locations and cost estimates, as well as social, economic and environmental impacts before a P3 Board to approve. The PA House of Representatives sent to the Senate for concurrence with an amendment authored by me. Hopefully, this legislation will continue to move quickly, and our constituents will be heard.

Children and Youth Committee

Children and Youth Committee focuses on the well-being of the Commonwealth’s most vulnerable – youth. In conjunction with the committee, members work closely with the Department of Human Services; Office of Children, Youth and Families; Office of Child Development and Early Learning; and County Children and Youth Agencies. One of the biggest issue areas is Child Protective Services which involves child abuse investigations, foster care, dependency court and more. Other legislative issues include but not limited to: domestic relations, child care and intervention services. Rep. Sheryl Delozier (R-Cumberland), chairman of the Children and Youth Committee, is heavily involved in juvenile justice. Juvenile justice as well as additional legislative issues will be top concern in the upcoming committee meetings.

The Plan to Toll the South Bridge

On Thursday, Feb. 18, PennDOT announced a plan to toll nine bridges to increase revenue and allow existing transportation funding to be used for other roadway maintenance, operations, and improvements. One of them is the Interstate 83 bridge that crosses the Susquehanna River, often referred to as the South Bridge

Jim Rigby (R-Johnstown) announced today they will be introducing legislation to limit the law that gives judges discretion in granting early release to murderers and other serious violent offenders.
