House-Passed Delozier Bill to Improve Flow of State Budget Information
HARRISBURG – The House on Tuesday approved legislation authored by Rep. Sheryl M. Delozier (R-Cumberland) to improve the budget process by requiring the governor to provide budgetary information in a timely fashion.

“While the governor’s budget address is a starting point in the budget process, it is difficult to fully understand his vision unless legislative language is provided,” Delozier said. “With this language, many questions could be answered in order to see the positives and negatives of the proposal and how the governor envisions the plan would work. Without this language, we are required to guess about how the proposal would be implemented and that makes budget negotiations far more difficult. My legislation would lift this veil and improve the budgeting process by having more information to work with.”

House Bill 1944 would require the governor to submit suggested legislative language to implement the governor’s budget proposal within 15 days of the governor’s budget address. This suggested language would be given to each member of the General Assembly and posted on the Office of the Budget website. In addition, the budget secretary would be required to provide a summary of whether the appropriation or program funded by the appropriation is required by state or federal law; whether the appropriation or program funded by the appropriation is augmented by other state or federal money; and whether the appropriation is used to fund a program which is an entitlement under state and federal law.

The bill now goes to the Senate for consideration.

The 88th Legislative District in Cumberland County includes Lower Allen and Upper Allen townships and the boroughs of Lemoyne, Mechanicsburg, New Cumberland, Shiremanstown and Wormleysburg.
