Delozier Pleased Budget Process was Completed on Time

HARRISBURG - Rep. Sheryl Delozier (R-Cumberland) issued the following statement on the 2011-12 budget bill which passed the House of Representatives today:

“I am pleased that for the first time in eight years, we have completed the budget process on time.  This budget spends $1 billion less than last year and, even after losing more than $3 billion in federal stimulus money, we were able to pass a balanced budget without new borrowing.

“In addition, we were able to restore a significant amount of funding for higher education and provide the highest level of state dollars for K-12 education, despite the loss of more than $1.1 billion in education funds from the federal government.

“Given the recent high number of domestic violence deaths we have seen here in Cumberland County, I am particularly pleased that we were able to restore funding to near last year’s levels for domestic violence and rape crisis centers.
“We have received good news recently with additional funds being collected by the Department of Revenue.  However, those funds are not an opportunity for us to spend more.  Rather, those funds must go toward our more than $50 billion in outstanding liabilities which include debt payments of $12.9 billion, pension liabilities of $29.4 billion, $4 billion owed to the federal government for borrowed unemployment compensation funds, $3.5 billion in road and bridge costs and $716 million in an MCARE judgment.”
