Delozier’s Bills Pass House Judiciary Committee

HARRISBURG – The House of Representatives Judiciary Committee on Monday voted two bills out of committee that were sponsored by Rep. Sheryl Delozier (R-Cumberland) and will be sent to the full House for its consideration.

House Bill 1555 seeks to modernize the probation and parole system to reduce recidivism, lessen the workload on Pennsylvania’s counties and help formerly incarcerated individuals avoid technical pitfalls that keep them trapped within the system.

House Bill 1477 would change the criteria by which boards license and certify professionals by eliminating an automatic denial based on a criminal record of any kind. It allows the boards the discretion to balance professional safety for the consumer with rehabilitation by an ex-offender.

“I’m glad my fellow members on the Judiciary Committee saw the value in this legislation and voted in support of these bills. We want those who have records to be contributing members of society, and we want government to get out of the way of reintegrating ex-offenders into our communities,” Delozier said.

Both bills were co-sponsored by Rep. Jordan Harris (D-Philadelphia), who partnered with Delozier to develop the Clean Slate Act that clears criminal records of nonviolent, misdemeanor offenses after 10 years without subsequent arrest.
