Clean Slate Automatic Sealing Starts Today
Clean Slate in Pennsylvania takes another positive step forward.
As of today, the automatic process is in place and will work on sealing 2.5 million criminal records per month over the next year. Citizens could petition for Clean Slate starting in December.
I sponsored the legislation to develop the Clean Slate program with Rep. Jordan Harris (D-Philadelphia). Gov. Tom Wolf signed the measure into law one year ago.
I spoke at a press conference Friday that not only featured the governor, Sen. Camera Bartolotta (R-Beaver/Greene/Washington) and Rep. Harris, but also two people who have benefited from the law.
The Clean Slate Act creates an automated computer process to seal arrests that did not result in convictions within 60 days, summary convictions after 10 years, and some second- and third-degree misdemeanor convictions if there are no subsequent convictions for a period of 10 years. Certain first-degree misdemeanors can be sealed by petition.
I’m so proud that Pennsylvania became the first state to pass a law like Clean Slate. This initiative helps people move on with their lives and not be haunted by a minor, nonviolent indiscretion a decade earlier.
This law does not apply to violent offenses related to danger of a person; firearms or other dangerous articles; sexual offenses and registration; cruelty to animals; and corruption of minors.
Budget Finished Before June 30 Deadline
A $33.997 billion budget passed the House and Senate this week. It now goes to the governor for his signature.
Because of the good economy we are experiencing, we can support some areas that have been neglected in past few years only because legislators have not spent dollars we don’t have. Additionally, we can put more than $250 million in the Rainy Day Fund for when the economy might not be as strong as it is now.
The budget increases basic education funding by $160 million. Mechanicsburg Area School District will see a 4.9% increase and West Shore School District a 3.3% increase to their major subsidies.
The budget increases contributions to public libraries as well as domestic violence and rape crisis programs. These services are all vitally important to our communities.
Safety of our communities were a priority with the support of three new Pennsylvania State Police trooper classes. Human services were well provided for, including a $26 million increase for mental health services, dollars for 865 more people served on the emergency waiting list and a pay increase for home care workers. These are all needed public services for Pennsylvania.
A big investment is being made in our leading industry of agriculture. That includes $4 million for agricultural disaster preparedness and response, including efforts to control the spread of the spotted lanternfly. The agriculture industry is being supported by a 12.8% increase in overall funding.
Fish for Free on Independence Day
The Pennsylvania Fish and Boat Commission is hosting the second of its two annual Fish for Free Days on Independence Day, Thursday, July 4.
This is a great opportunity to try your hand at fishing in any of Pennsylvania’s waterways, even if you don’t have a license.
Both residents and non-residents are eligible. Just make sure you follow all other fishing regulations.

Independence Day Reminders
A few important reminders as you plan to celebrate our nation’s independence next week!
If you are traveling, check out 511pa.com. Free and available 24 hours a day, the site provides traffic delay warnings, weather forecasts, traffic speed information and access to more than 950 traffic cameras. 511PA is also available through a smartphone application for iPhone and Android devices, by calling 5-1-1, or by following regional twitter alerts accessible on the 511PA website.
PennDOT will also close its driver license service centers on Thursday, July 4. Customers may still obtain a variety of driver and vehicle products and services, including all forms, publications and driver training manuals, online through PennDOT’s Driver and Vehicle Services website, dmv.pa.gov.

• Last Friday, I was thrilled to speak at the Wash Alzheimer’s Away Car Wash in Camp Hill. The Alzheimer’s Association is helping those with the disease and funding research to eradicate it. Some 400,000 Pennsylvanians live with Alzheimer’s Disease or a related dementia. I was happy to stop by and show my support.
• Planted in Play in downtown Mechanicsburg celebrated its one-year anniversary this week. This is a fun, interactive museum for children where they can learn through play. My office presented a certificate to highlight the anniversary. Congratulations to this museum!
