Lawmakers and Community Organizations Call for a Vote on Small Games of Chance Legislation

Surrounded by members of local Veterans of Foreign War posts, American Legions, fire departments and community clubs, Rep. Sheryl Delozier (R-Cumberland) today called on the speaker and legislative leaders in the state House to schedule a floor vote on House Bill 169. 

“Our community groups are struggling to meet their expenses and fund projects and services throughout our local communities,” Delozier said.  “This legislation has bipartisan support and I urge legislative leaders in the House to schedule a final vote on this proposal as soon as possible.” 

House Bill 169 would update the Local Option Small Games of Chance Act, which has not been revised since 1988.  Under the proposal, limits for prize payouts would be increased from $500 to $1,000 for daily drawings, from $5,000 to $25,000 for weekly drawings and from $500 to $1,000 for raffles.  In addition, this legislation would permit progressive games with a maximum cash value of $5,000.  Organizations that perform emergency services would be able to conduct one drawing per year with a maximum award of $50,000 for the purpose of raising funds to purchase equipment. In addition, this bill will allow these organizations to use a portion of the money raised to help the groups sustain capital projects like fixing a roof or heating system.  

“Our local clubs give back to our communities in tremendous ways,” Delozier said.  “We need to applaud the members of these organizations for their dedication and commitment, not impede their ability to help others.” 

Delozier noted that due to the amount of attention placed on the legalized slot machines and table games legislation, those measures were the primary focus of the Legislature until they were signed into law.  However, the same consideration should be given to House Bill 169, which has been arbitrarily halted by legislative leaders. 

“Even though legalized gaming received tough resistance, the governor was persistent in getting those bills passed,” Delozier said.  “House Bill 169 is overwhelmingly supported statewide by community organizations and legislators on both sides of the aisle and should not be delayed any longer.  We need to get this bill to the governor’s desk to ensure our local communities are not negatively affected.” 

Supporters at today’s press conference included the measure’s prime sponsor Rep. Tim Solobay (D-Washington) and Pennsylvania American Legion Department Adjutant Kit Watson. 

“This is not a Republican or Democrat issue,” Delozier said.  “The General Assembly has an obligation to ensure our communities have the resources necessary to provide assistance to local residents.”
