Transportation Grant Awarded to Oakwood Hills Development in Upper Allen Township, Delozier Says
HARRISBURG – Rep. Sheryl M. Delozier (R-Cumberland) today announced a $700,000 grant has been awarded to Rider Musser Development for road construction and transportation improvements for a new residential and commercial project in Upper Allen Township near Messiah College.

The funding comes from the Multimodal Transportation Fund under the Commonwealth Financing Agency, which manages the state’s economic stimulus programs. The fund provides grants to encourage economic development and ensure a safe and reliable system of transportation is available in the Commonwealth.

“When fully completed, Oakwood Hills will serve as a benefit to not only Messiah College, but the surrounding area,” Delozier said. “The development will meet housing needs for the area, preserve open space and address existing water runoff issues, while also providing real-life experiences for the college students. The project is win-win that is more than just a construction and development plan.”

The project, which is expected to take more than a decade to develop, will include residential and commercial components, including eight apartment buildings, outdoor community spaces and a boutique commercial area, which will host businesses, restaurants and a hotel. The grant will help fund new roads, sidewalks, street lighting, crosswalks and a pedestrian path in the development. In addition, the funding will help finance road widening and lane additions to West Lisburn Road and Oakwood Hills Drive, road widening and sidewalks along Mill Road, road widening and curbs at the intersection of Oakwood Hill Drive and Mill Road, and a traffic signal at Mill Road and West Lisburn Road.

The 88th Legislative District in Cumberland County includes Lower Allen and Upper Allen townships and the boroughs of Lemoyne, Mechanicsburg, New Cumberland, Shiremanstown and Wormleysburg.
